Why this programme exists
There is a point at which an organisation stops asking whether the server is up and starts asking whether its IT spending is justified, its risks are known, and its service commitments are being met. Very few people in Tanzania can answer those questions with evidence.
This programme is for the move from operating IT to governing it — and for the consultants who advise on it. Six weeks across governance frameworks, risk, service management, the consulting craft itself, and the business case that gets an investment approved.

What you will be able to do
- Distinguish governance from management in COBIT 2019 terms, and say which body is accountable for what.
- Apply the ITIL 4 guiding principles and service value system to a real service.
- Assess an organisation against the Bank of Tanzania's IT governance requirements.
- Run a risk assessment with a 5×5 matrix and maintain an IT risk register that is used rather than filed.
- Build a business continuity plan with tested recovery objectives rather than aspirational ones.
- Operate incident management with a working priority matrix, and tell an incident from a problem.
- Write an SLA with commitments that can be measured and are worth committing to.
- Structure a consulting proposal that answers what the client asked rather than what you sell.
- Handle objections without discounting, and qualify work you should decline.
- Calculate ROI for an IT investment and present it to a board.
- Run a cloud-against-on-premise decision on evidence, in Tanzanian conditions.
- Write the key sections of an IT procurement RFP.
Who should attend
- IT managers moving into governance and strategy
- ICT consultants and advisers
- Risk, audit and compliance staff with IT in scope
- Bank and financial institution ICT officers under BOT requirements
- Senior technical staff moving toward CIO or head-of-IT roles
Entry requirements. Substantial IT working experience — this is an advanced programme that assumes you have run or supported systems already. It is not an entry point into IT.
How the programme is taught
Instruction and case work in roughly equal measure. Frameworks are applied to real situations rather than recited: the risk register is built, the SLA is drafted, the business case is calculated and defended.
The Tanzanian regulatory context runs through the programme, particularly the Bank of Tanzania's expectations for governance in regulated institutions, and the practicalities of cloud decisions given local connectivity and data residency.
Module by module
Module 1 · Weeks 1–2 · 10 hours
IT Governance Frameworks
Who decides, who is accountable, and against what standard.
- COBIT 2019 and the governance against management distinction, which most organisations blur
- The ITIL 4 guiding principles and service value system
- Bank of Tanzania IT governance requirements for Tanzanian banks
- Structuring an IT steering committee that makes decisions rather than receives reports
Module 2 · Week 3 · 8 hours
IT Risk Management
Knowing what could go wrong, in an order that reflects what it would cost.
- Risk assessment with a 5×5 likelihood and impact matrix
- Building an IT risk register that is maintained and reviewed
- Business continuity planning: the elements, and recovery objectives that have been tested
- Applying it to real infrastructure, including the failure modes people prefer not to name
Module 3 · Week 4 · 8 hours
ITSM and Service Management
Running IT as a service with commitments attached.
- ITIL incident management and a priority matrix that resolves disputes rather than causing them
- Incident against problem — the distinction that decides whether the same fault recurs
- Writing SLAs with measurable commitments, using a real ISP service as the worked example
- Change and release management in a service context
Module 4 · Week 5 · 8 hours
Consulting Skills and Proposals
The craft of being paid for advice, and of it being taken.
- Structuring a proposal that answers the client's question
- Scoping, pricing and stating assumptions so the engagement does not drift
- Objection handling without reflexive discounting
- Presenting findings to people who do not want to hear them
Module 5 · Week 6 · 6 hours
Business Cases and IT Investment
Getting the money, and being right about it afterwards.
- ROI calculation for an IT investment, worked end to end
- Cloud against on-premise as a decision framework rather than a preference
- Total cost of ownership in Tanzanian conditions — connectivity, power, support
- IT procurement: the RFP sections that determine whether you get what you needed
Assessment and certification
Assessment is portfolio-based: a risk register, an SLA, a consulting proposal and a business case produced during the programme, defended orally, plus a final written assessment.
A Kevajopa Technologies Limited Certificate in ICT Consulting and Governance is awarded on satisfactory completion, with a minimum 80% attendance recorded per session. It is not a COBIT or ITIL certification and we do not represent it as one, though it covers substantial common ground.
